Bulgarian e-money and payment institution licensing (BNB)

Bulgaria offers a full EU payments permission from one of the lower cost bases in the bloc, with a growing technology sector that makes staffing an operations team realistic rather than theoretical. Since adopting the euro it also removes the currency layer that used to complicate running a euro-denominated business from Sofia.

The regulator

The Bulgarian National Bank authorises and supervises payment and e-money institutions, applying the EU framework as the national central bank. Applicants should expect close attention to ownership structure and to the provenance of capital.

What the licence permits

Regulated under the Bulgarian National Bank

  • Issue electronic money to Bulgarian and EEA customers
  • Execute payment transactions for consumers and merchants
  • Provide money remittance and account information services
  • Passport into the wider EEA market from Sofia

Who it suits

Firms that need genuine EU passporting on a disciplined budget and are willing to build a real operating team locally.

Market access

Full EEA passporting on a services or branch basis, from a euro area member state on the European Union’s south-eastern edge.

What to weigh

Correspondent banking diligence on Bulgarian firms can be heavier than for Western European peers, so banking should be arranged in parallel with the application rather than after it.

We run the Bulgaria application end to end

Whether you build from new or acquire an existing licensed entity, BrokLicense handles incorporation, the regulator application, the AML and compliance framework, safeguarding and banking arrangements, and the operating stack. You stay the principal. We do the work, in confidence, and stay on for compliance once you are live.

Cost, capital, and timelines depend on your model and are set out in a first consultation, under NDA, not published here.

Discuss your mandate in confidence

Every engagement begins under a mutual NDA. Set out the firm you intend to operate and the timeline you are working to, and you leave the first consultation with a recommended jurisdiction, the route to the licence, and a defined scope of work.
