Bulgarian fund manager authorisation (FSC)

Bulgaria offers full EU fund management credentials at one of the lowest operating cost bases in the bloc, and since adopting the euro it does so without the currency layer that used to sit between a Sofia manager and a euro-denominated strategy. It is a jurisdiction chosen for economics and for regional strategy rather than for the depth of its domestic capital market.

The regulator

The Financial Supervision Commission authorises and supervises fund and asset managers under the Bulgarian implementation of the EU framework. It examines ownership and the source of capital closely, and expects the management team to be genuinely resident.

What to weigh

Institutional investors outside the region will ask more questions about a Bulgarian manager than an Irish one, so the structure has to be defensible in fundraising as well as to the regulator.
