Spanish e-money and payment institution licensing (Banco de España)
A Spanish e-money or payment institution combines EU passporting with a natural bridge to Spanish-speaking markets. For firms whose corridors run to Latin America, or whose customer base is Iberian, Spain is the EU base where the commercial logic and the regulatory logic point the same way.
The regulator
The Banco de España authorises and supervises payment and e-money institutions as the national central bank, with the conduct dimension shared across the Spanish supervisory architecture. It expects local management, local operations, and a clear explanation of any cross-border flows the business intends to run.
What the licence permits
Regulated under the Banco de España
- Issue electronic money to Spanish and EEA customers
- Execute transfers and card transactions
- Provide money remittance across international corridors
- Passport across the EEA on a services or branch basis
Who it suits
Firms serving Spanish-speaking customers on either side of the Atlantic, and remittance businesses that need a credible EU base for outbound corridors.
Market access
Full EEA passporting, with a domestic market that connects naturally to Latin American flows.
What to weigh
Remittance-heavy models attract closer financial crime scrutiny here precisely because the corridors are well used, so the monitoring framework has to be built for the actual flow rather than for a generic EU customer base.
