Labuan fund manager licensing (Labuan FSA)

Labuan provides fund manager licensing and its own fund structures from a midshore centre inside Malaysia but under a separate regulator and statutory framework. It gives an Asian base at a fraction of the cost of the region’s leading centres.

The regulator

The Labuan Financial Services Authority regulates the centre under its own legislation, distinct from mainland Malaysian regulation. Substance requirements have been raised in line with international expectations and are now enforced.

What the licence permits

Regulated under the Labuan FSA

  • Manage Labuan fund structures under LFSA licensing
  • Provide investment management to international clients
  • Pair fund management with Labuan corporate structures
  • Operate an Asian base at a controlled cost

Who it suits

Managers wanting an Asian presence without the cost of Singapore or Hong Kong, and groups already using Labuan structures.

Market access

International reach by recognition. It does not give access to the domestic Malaysian market, which is licensed separately.

What to weigh

Institutional investors weigh Labuan below Singapore and Hong Kong, so the saving comes at a fundraising cost that should be assessed honestly against the strategy.

We run the Labuan application end to end

Whether you build from new or acquire an existing licensed entity, BrokLicense handles incorporation, the regulator application, the AML and compliance framework, safeguarding and banking arrangements, and the operating stack. You stay the principal. We do the work, in confidence, and stay on for compliance once you are live.

Cost, capital, and timelines depend on your model and are set out in a first consultation, under NDA, not published here.

Discuss your mandate in confidence

Every engagement begins under a mutual NDA. Set out the firm you intend to operate and the timeline you are working to, and you leave the first consultation with a recommended jurisdiction, the route to the licence, and a defined scope of work.
