Seychelles offers fund and investment management licensing at one of the lowest cost points of any recognised jurisdiction, with a straightforward regime and an accessible regulator. It works for managers whose investors are private and relationship-led rather than institutional.
The regulator
The Financial Services Authority licenses fund administrators, mutual funds, and securities activity, and has tightened its anti-money-laundering and substance expectations under international pressure. It is accessible, but the regime is genuinely a licensing regime rather than a registration.

What to weigh
Institutional allocators and many banks apply a discount to Seychelles structures regardless of how well run they are. If institutional fundraising is the plan, this is the wrong domicile.
