US money transmitter licensing and FinCEN MSB registration

There is no single United States payments licence. Firms register federally as money services businesses with FinCEN and then license state by state as money transmitters, which makes the American market the most operationally demanding payments jurisdiction in the world and the largest prize for firms that complete it.

The regulator

Supervision is genuinely plural. Each state banking department applies its own standards, examinations, bonding, and reporting, while federal anti-money-laundering obligations run through FinCEN. Multistate coordination has improved, but the underlying structure remains fifty separate relationships.
